Co-founder and Chairman of the Board

Bill was one of the founders of Security Title and its most recent Chairman of the Board.  He was President of Security Title from 1970 through 1989. Bill was a partner in the Law Firm of Rogers, Moore & Rogers from 1950 until 2017, where he specialized in banking and real estate law. He was President of the Maryland Mortgage Company where he had been a director since 1953. Bill was also President of Moreland Memorial Park Cemetery, Inc. where he had been director since 1959.

Bill was one of the founders and former President of the American College of Mortgage Attorneys.

Ted has been President of Security Title since 2003. Ted began his career in the title insurance industry more than 35 years ago as an abstractor. He joined Security Title in 1984 as a marketing representative. In addition to serving as President, he is a member of the company’s Board of Directors.

Ted is a former member of ALTA’s Board of Governors; Vice Chair of the Executive Committee of ALTA’s Title Insurers Section; a member of the Board of Directors of the Maryland Land Title Association; and President and a member of the Board of Directors of Title Reinsurance Company, a captive reinsurer formed to provide underwriting support to TIAC, the title industry owned errors and omissions insurance provider. Ted is actively involved in the National Association of Insurance Commissions as an “interested party” to its Title Insurance Working Group.

Brian began his career with Security Title in 1994 as a member of its legal department. He now serves as Senior Vice President overseeing the company’s National Department. In addition, Brian serves on the Board of Directors.

Brian earned a Bachelor of Arts in Economics from the University of the South. Brian earned an MBA and his Juris Doctorate from the University of Baltimore in 1988. He has been a member of the Maryland Bar since 1988.

Roy J. Perilloux, Esq. has served as the Mississippi State Manager and Underwriting Counsel for The Security Title Guarantee Corporation of Baltimore for the last twenty years. He was named to the Board of Directors of Security Title in 2015, and was named Vice President of the
Company in 2017. He was promoted to Senior Vice President in 2019. He is actively involved in the Company’s policy, procedural, risk, and investment decisions. Mr. Perilloux was named Title Person of the Year in 2015 by the Dixie Land Title Association, now known as the
Southeast Land Title Association.

Mr. Perilloux graduated cum laude from Loyola University of the South (New Orleans) with a Bachelor of Social Studies. He graduated as a Doctor of Jurisprudence from Mississippi College School of Law.

Mr. Perilloux is a past President of the Dixie Land Title Association, is currently a Director of the Land Title Association of Mississippi and has presented various continuing education programs in Mississippi, Louisiana, Arkansas, and South Carolina.

Mr. Perilloux is a member of the MS. And LA. Bar Associations, the American Land Title Association and the Real Property Section of the MS. Bar. He is a past president of the Tri-County Real Estate Association and past president of the MS. College School of Law Alumni Association.

Kathy joined Security Title in 2008 as Senior Vice President of Risk Management. She currently leads our audit team, performing agency reviews in all states where Security Title is operational. She began her career in the title insurance industry more than 35 years ago and audited nationally for various underwriters for 25 years. As a member of the ALTA Internal Auditing Committee since 1997, Kathy assisted in the crafting of the Assessment Procedures published in July 2013, and revised in 2016, to ensure compliance with ALTA’s Best Practices. She earned a bachelor’s degree in Economics from Binghamton University.

Theresa K. Kozel

Theresa has been with Security Title since 1998. She serves as Vice President and Treasurer and is a member of the Board of Directors. Theresa is primarily responsible for all Accounting and Financial Functions, Human Resources and Building Operations for Security Title and its affiliates.

Theresa graduated Cum Laude from the University of Baltimore with a Bachelor of Science in Business Management.

John K. Kosogof, Esq.

John joined Security Title in 2006, bringing with him 25 years of experience in various facets of the real estate industry, most of which has been working with title insurance underwriters and agents.

Prior to joining Security Title, John was with a national underwriter for 10 years and served as that company’s Vice President, Regional Manager and Counsel. John’s duties included being the company’s point man for RESPA matters. Before that, John worked at another national company as its State Manager and Regional Counsel.

John has served on the Board of Directors of RESPRO and was a member of its committee on RESPA reform.
He has also been active with the Legislative Committee of the MLTA. John has testified on industry matters in front of the Maryland General Assembly and assisted in the presentation of testimony to the United States Congress.
